为确保应对新型冠状病毒感染肺炎疫情期间居民生活必需品供应，稳定市场价格，切实维护正常经济社会秩序，坚决打赢疫情防控阻击战，按照党中央、国务院防控工作部署，根据相关法律法规，现就居民生活必需品保供稳价有关事项公告如下：

During the period of the NCP epidemic, to ensure supply of daily necessities and stable market prices, maintain order in economic and social life and win the fight against the epidemic, in accordance with the work arrangements on NCP prevention and control by the CPC Central Committee and the State Council and relevant laws and regulations, it is hereby announced as follows:

一、全力保障市场供应。在加强疫情防控的同时，努力保持生产生活平稳有序，落实“菜篮子”市长负责制，积极组织蔬菜等副食品生产，千方百计加强生活必需品物资调配和市场供应，特别是蔬菜、肉蛋奶、粮食等重要民生商品的生产和储备，及时做好补货补柜工作，切实保障市场有效供应。

I. Ensure market supply. Efforts shall be made not only to strengthen NCP prevention and control, but also to maintain order in production and the people’s life. Mayors shall shoulder responsibilities for sufficient supply of vegetables, and active measures shall be taken to ensure production of non-staple food. The distribution and supply of daily necessities shall be improved with no spared efforts, especially the production and reservation of vegetables, eggs, meat, dairy products and grain. Once such supplies run short, they shall be replenished in a timely manner so as to ensure ample market supply.

二、不断强化价格监测。重点监测与群众生活密切相关的商品和服务价格，及时反映粮油、肉蛋奶、蔬菜等居民必需品价格动态和走势，发现价格异动的苗头性、倾向性、潜在性问题，迅速启动预警。加强价格信息公开，合理引导市场预期和居民均衡消费。

II. Strengthen price monitoring. Key priority shall be given to monitor prices of commodities and services which are the most commonly used in daily life. Price fluctuations of daily necessities, such as grain, oil, meat, eggs, dairy products and vegetables shall be closely monitored and reported. Early warning shall be issued if any signs show that the prices might get volatile. Efforts shall be made to improve the transparency of prices, guide the market expectations appropriately and encourage people to consume in a more reasonable way.

三、切实畅通运输渠道。严格落实“绿色通道”政策，对整车合法装载运输鲜活农产品车辆免收车辆通行费。对粮油、肉蛋奶、蔬菜等农产品和重要农业生产资料运输车辆简化查验手续和程序，允许24小时入城通行。通往大型农贸市场、蔬菜交易市场、种养基地、重点产区（村）等场所的道路要保持畅通，确保农产品产得出、运得走、供得上。

III. Ensure impeded transportation. Green channels shall be opened so that vehicles legally loaded with agricultural products shall be exempt from tolls. For vehicles transporting grain, oil, meat, eggs, dairy products, vegetables and other important agricultural production materials, the examination process shall be simplified to allow the vehicles to enter the city at anytime. Roads leading to large agricultural markets, vegetable markets, planting and breeding bases and key production areas (villages) shall be cleared of all barriers. All these efforts aim to make sure that there are no weak links in production, transportation and supply of agricultural products.

四、着力完善配送方式。大力鼓励和引导各大超市、卖场等，充分利用电商渠道，采取线上下单、线下送货等便民利民措施，减少群众外出，避免疫情交叉感染。

IV. Improve delivery. Markets and stores are encouraged to make full use of e-commerce platforms, which allow them to take orders online and deliver goods to customers directly, bringing more convenience to the people. This shall also reduce outdoor activities and help contain the spread of the epidemic.

五、有效维护市场秩序。对肉、蛋、菜、米、面、油等人民群众基本生活必需品以及口罩、消毒液、药品等防疫用品，加大价格调节力度。依法严厉打击利用疫情哄抬物价、囤积居奇等扰乱市场秩序的违法犯罪行为。

V. Maintain market order. Price management shall be strengthened for daily necessities such as meat, eggs, vegetables, rice, flour, and oil, as well as NCP prevention and control supplies such as masks, disinfectants and medicines. Severe efforts shall be made to crack down on illegal and criminal behaviors that disrupt the market, such as price gouging and hoarding.

六、有序加快复工复产。严格落实疫情防控措施，督促指导粮油、肉蛋奶、蔬菜、饲料、屠宰等重要生活商品生产加工企业和农户合理有序复工复产，确保市场供应。

IV. Speed up the resumption of work and production. While taking stringent measures to prevent and control the epidemic, enterprises are also encouraged to resume producing or processing key commodities such as grain, oil, meat, eggs, dairy products, vegetables and forage. Slaughterhouses and farmers shall also resume operation and production in a proper and orderly manner to ensure market supply.
