为进一步做好新型冠状病毒感染肺炎疫情防控工作，有效保障人民群众身体健康和生命安全，现就有关事项公告如下：

To reinforce the NCP prevention and control efforts and effectively protect the health of the people, relevant matters are hereby announced as follows:

一、疫情防控期间，广大居民在就医时应首先前往医院（含乡镇卫生院、社区卫生服务机构）预检分诊处接受分诊引导，也可通过互联网，就新型冠状病毒感染肺炎相关问题进行在线免费咨询问诊。

I. During the period of epidemic prevention and control, the public shall consult a triage first when going to a hospital (including village clinics and community-level healthcare centers). The online free medical consultation service is also open to the public concerning the NCP.

二、外省来（返）宁人员居家隔离期间，如遇有发热、胸闷、咳嗽、无力等不适症状，需第一时间与所在的乡镇卫生院、社区卫生服务机构医务人员联系。我区对新型冠状病毒感染肺炎患者采取“四个实行”，即实行“定点治疗、专家治疗、科学治疗、免费治疗”。

II. Those who came to Ningxia from other provinces, in case of fever, chest tightness, coughing or fatigue during self-quarantine period, shall contact the medical staff at the community-level healthcare centers or village clinics immediately. The NCP-infected patients in Ningxia are treated in a scientific manner by medical experts in designated hospitals for free.

三、为协助广大居民积极应对疫情，做好心理防护，宁夏心理援助热线电话将24小时在线提供专业的心理指导服务，有需求的群众可直接拨打0951-2160707或12320进行电话咨询。

III. To help the public remain emotionally stable during the epidemic, a 24-hour hot line, with the number of 0951-2160707 or 12320, was opened to offer psychological support in responding to the NCP.

四、在疫情防控一线的卫生健康工作者，要切实做好个人防护。特别是医护人员要严格按照流程着装和消毒，严格执行手卫生制度，参与病例流行病学调查的专业人员要严格自身防护，避免交叉感染。

IV. Frontline health workers fighting the NCP shall take strict self-protection measures. Doctors and nurses in particular must wear protective suits, observe sterilization requirements and clean hands strictly. Professionals engaged in epidemiological investigation of the NCP cases must strengthen self-protection to prevent cross infection.

五、各级医疗机构不得以疫情防控为由推诿各类患者，要全力确保广大患者得到及时救治。发现推诿拒绝患者的，一经查实严肃处理。

V. Medical institutions at all levels must ensure timely treatment of all patients instead of refusing them on the excuse of epidemic prevention and control. Any medical institution or staff which is found refusing to provide medical service to patients will be punished in accordance with law.
