Ningxia NCP Epidemic Prevention and Control Headquarters

为了进一步做好疫情防控，防止疫情蔓延，维护好人民群众的生命健康，再次向全社会和公众提出以下要求：

In order to further contain the NCP epidemic and protect people’s health, Ningxia NCP Epidemic Prevention and Control Headquarters propose requirements to the public as follows:

一、凡通过飞机、火车等交通工具来宁人员，要自觉接受机场、火车站留验站的健康查验，主动配合体温检测。若被告知要进行临时留观或隔离医学观察时，要积极配合。入宁车辆要在各道路卡口接受消毒和查验。

I. People come to Ningxia by airplane, train or other means of transportation shall accept health check at the checkpoints of airport and railway station and have their temperature measured. If they are informed to accept temporary observation or isolated medical observation, they shall cooperate voluntarily. Vehicles entering Ningxia shall be disinfected and checked at checkpoints along the roads.

二、暂时取消一切大型集会活动，暂时关闭所有旅游景点及歌舞娱乐、游戏游艺、影院、网吧等场所，暂停文化馆、图书馆、美术馆及寒假期间校外教学等服务。各类会议尽量以视频会议方式召开。

II. All mass gatherings shall be temporarily canceled. All scenic spots, public recreational venues including KTV clubs, cinemas and internet cafes, cultural centers, public libraries and galleries shall be temporarily closed. Off-campus teaching during the winter vocation shall be suspended. It is highly recommended that meetings be held in the form of online video conference.

三、对农贸市场及其周边出入口实施24小时管控，严格落实清洁、消毒、通风措施，坚决禁止活禽销售，严厉打击非法贩运、售卖各类野生动物行为，深入开展爱国卫生运动。

III. Agricultural markets and their entrances and exits shall be monitored around the clock for the cleaning, disinfection and ventilation conditions. Live poultry sale is banned and illegal trade of wildlife will be punished severely. A public health campaign will be launched.   

四、提倡勤俭过节，理性安排出行。倡导社会各界、广大群众要树立自我防病意识，春节期间暂停聚餐聚会、走亲访友。

IV. It is recommended that the Spring Festival be celebrated in a thrift way and travels arranged reasonably. The public should strengthen their awareness of self-protection and stop going to gatherings or visiting relatives and friends.

五、各类学校禁止校外人员进入，对湖北籍在宁读书学生和宁夏籍在湖北读书的学生全部进行健康管理。湖北籍在宁就读的高校学生不得提前返校，返回时间由学校统一通知。

V. All schools and colleges are open only to staff and students. The health status of Hubei students studying in Ningxia and Ningxia students in Hubei shall be monitored. College students from Hubei shall not return to school in advance until further notice. 

六、全面稳定市场供应，加强公众防护用品、食品蔬菜等产品的储备调度。对趁机制假售假、囤积居奇、哄抬物价、行骗牟利等行为，坚决从严从快查处。

VI. Market supply shall be stabilized and the reserve of protective equipment, food and vegetables shall be allocated reasonably. Behaviors including producing and selling counterfeit products, hoarding, price gouging and cheating shall be punished swiftly and severely.

七、公众要从正规渠道了解疫情信息和防护知识，不信谣不传谣。

VII. The public shall obtain information on the epidemic and protection knowledge through official channels, and do not believe and spread rumors.
