宁夏应对新型冠状病毒感染肺炎疫情工作指挥部公告（第一号）

Ningxia NCP Epidemic Prevention and Control Headquarters

Announcement No. 1

为了全面强化疫情防控，坚决打赢疫情防控阻击战，让全区人民度过一个安静、欢乐、祥和的春节，特向全社会和公众提出以下要求：

In order to strengthen the epidemic prevention and control efforts on all fronts, win the fight against the NCP, and let the people of Ningxia have a peaceful and joyful Spring Festival, Ningxia NCP Epidemic Prevention and Control Headquarters propose requirements for the public as follows:

一、凡是1月8日以来进入宁夏的所有人员（含外地来宁人员和本区外出返宁人员）都必须立即到居住地所在的乡镇(街道)、村（社区)进行申报登记，并同时到所在地乡村卫生机构、社区卫生机构接受健康筛查、登记、管理。登记、筛查时必须准确提供本人居住地、往来方式、健康状况等基本信息。各市、县（区）人民政府要做好申报登记机构、健康筛查机构设置和地址、联系方式公布。

I. People who have come to Ningxia since January 8 (including those who came or returned to Ningxia from other places) must immediately report to the township (sub-district) or village (residential community) where they live, and go to village clinics or community-level healthcare centers for health examination and registration by providing basic information as address, means of transportation and health status. The people’s governments of all cities, counties and districts shall announce the addresses and contact information of these registration and health examination institutions.

二、凡是在健康筛查中被确定为与疫情传播关联人员，要主动接受健康检查、流行病学调查，并要如实提供相关信息。若被告知需要居家隔离医学观察者要主动配合做好个人生活管理，不得随意外出，接受卫生专业人员每天两次体温测量和健康观察。若被告知需要集中隔离医学观察者要依法配合，不得擅自脱离，违者将依法处理。

II. Anyone who is identified as being associated with the epidemic during health examination shall take health check and epidemiological investigation and provide relevant information truthfully. Those who are informed to place themselves under home observation shall not go out without permission and will receive temperature measurement and health check twice a day by medical staff. Those who are placed under isolated medical observation shall abide by relevant laws and shall not leave without permission, or otherwise they will be punished in accordance with the law.

三、凡是目前在宁夏区外的我区人员，在本公告发布之日尚未返回者，如被当地健康检查发现异常需要留观的，应主动配合就在旅居地接受观察，做好个人卫生和防护，等待返回公告。同时，要配合旅居地相关部门、专业机构做好防控措施落实。

III. Ningxia people, who are currently staying in other places and have not returned on the date of this announcement, shall accept relevant management in case of failed health checks and subsequent medical observation and wait for notice of return while keeping good personal hygiene and protection. They shall also cooperate with relevant departments and institutions in the place of residence to make sure the epidemic prevention and control measures are implemented.

四、凡是进入宁夏的所有车辆（含客车、货车、特种车辆等），都要接受道路入口留验站的现场查验。所有车载人员必须接受体温测量登记，所有车载货物必须接受有关部门对野生动物非法贩卖交易依法检查。若被告知需要在临时隔离观察点进行观察者，必须主动配合接受健康检查。若被告知需要转送相关专业医疗机构接受隔离诊疗者，必须配合，不得拒绝。

IV. All vehicles including passenger cars, trucks, special vehicles must undergo checks at the road intersections when entering Ningxia. All on-board personnel’s temperature will be registered and all on-board cargo will be inspected for illegal wildlife trade. Those who are informed to be observed at temporary observation locations must undergo health checks voluntarily. Those who need to be transferred to professional medical institutions for isolated treatment must cooperate unconditionally.

五、凡是在区内、区外曾与疑似、确诊病人有接触的人员，必须依法履行义务，主动接受隔离医学观察。

V. All those who have contact with suspected or confirmed cases in or outside Ningxia shall fulfill their obligationsto accept isolation medical observation.

六、所有与本次疫情有关联的人员，都要配合相关工作人员做好登记。全区医疗机构已对发热、疑似、确诊病人实行免费诊疗。

VI. All people related to the NCP epidemic will be registered. Medical institutions in Ningxia will treat patients with fever, suspected and confirmed patients for free.

七、动员全社会对不遵守相关规定的人员进行举报，将依法对违规者追究责任。自治区举报电话：12320,0951-5014674（自治区卫生健康委应急值班室）。各市、县（区）卫生健康委同步设置举报电话，及时向社会公布。

VII. We encourage the whole society to report those who do not comply with relevant regulations. The offenders will be held accountable in accordance with the law. The hot line for reporting such cases at the provincial-level is 12320 and 0951-5014674 (Emergency Office of Ningxia Health Commission). Health commissions in all cities, counties or districts will also set up such hot lines and announce the numbers to the public.
