习近平指出，对外工作要根据党中央统一部署，加强谋篇布局，突出工作重点，抓好工作。

Xi Jinping pointed out that to successfully conduct China’s external work, it is imperative to implement the decision of the Party Central Committee and pursue a well-considered diplomatic agenda with   clearly defined priorities.

要围绕党和国家工作重要节点，推动对外工作不断开创新局面。未来5年第一个百年奋斗目标要实现，第二个百年奋斗目标要开篇，其中有一系列重要时间节点和重大活动。对外工作要以此为坐标，通盘考虑，梯次推进，既整体布局又突出重点，既多点开花又精准发力，发挥综合积极效应。

We should strive to make new ground in conducting China’s external work, with focus on several key junctures in the timeline of the Party and the country’s development. In the coming five years, we should accomplish the first centenary goal and start working toward the second one. These five years are a period with some important junctures in timeline in which some important events will take place, and we should align our external work with these junctures and events. We should take all factors into consideration and adopt a phased approach to implement an overall plan with clearly defined priorities. We should make advances on multiple fronts and target efforts toward key areas so as to achieve comprehensive progress.  

要高举构建人类命运共同体旗帜，推动全球治理体系朝着更加公正合理的方向发展。

We should continue efforts to build a community with a shared future for mankind and   make the global governance system more just and equitable.

要坚持共商共建共享，推动“一带一路”建设走实走深、行稳致远，推动对外开放迈上新台阶。

We should continue to abide by the principle of achieving shared benefits through extensive consultation and joint contribution to ensure that the Belt and Road Initiative will achieve solid and long-term progress and thus usher China’s opening-up into a new stage.

要运筹好大国关系，推动构建总体稳定、均衡发展的大国关系框架。

We should maintain good relations with other major countries and see that a framework of major-country relations is in place to ensure the stable and balanced growth of these relations.

要做好周边外交工作，推动周边环境更加友好、更加有利。

We should ensure success in conducting neighborhood diplomacy to foster a more favorable and friendly neighborhood environment.

要深化同发展中国家团结合作，推动形成携手共进、共同发展新局面。广大发展中国家是我国在国际事务中的天然同盟军，要坚持正确义利观，做好同发展中国家团结合作的大文章。

We should enhance solidarity and cooperation with other developing countries to achieve common development through joint efforts. The numerous developing countries are our natural allies in international affairs. We should, acting on the principle of strengthening friendship and upholding justice, boost solidarity and cooperation among developing countries.

要深入推动中国同世界深入交流、互学互鉴。

We should also promote in-depth exchanges and mutual learning between China and other countries.

习近平强调，外交是国家意志的集中体现，必须坚持外交大权在党中央。要增强政治意识、大局意识、核心意识、看齐意识，坚决维护党中央权威和集中统一领导，自觉在思想上政治上行动上同党中央保持高度一致，确保令行禁止、步调统一。

Xi Jinping stressed that diplomacy epitomizes the will of the state and that the power to make diplomatic decisions must rest with the central Party leadership. It is important to strengthen consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment. It is imperative to resolutely uphold the authority and centralized leadership of the central Party leadership and willingly follow it in terms of thinking, political commitment and practice. All directives should be executed without fail and good coordination should be maintained.

对外工作是一个系统工程，政党、政府、人大、政协、军队、地方、民间等要强化统筹协调，各有侧重，相互配合，形成党总揽全局、协调各方的对外工作大协同局面，确保党中央对外方针政策和战略部署落到实处。

External work is a systematic endeavor which requires enhanced coordination among the Party, government, people’s congress, Chinese People’s Political Consultative Conference, military, localities and non-government actors. Each should have its own focus and work in concert with others. There should be a general framework of cooperation in place in which the CPC exercises overall leadership and ensures coordination among all the parties involved in conducting external work and that the foreign policy and strategic decisions formulated by the central Party leadership are implemented in both letter and spirit.

中共中央政治局常委、国务院总理李克强在主持会议时指出，习近平总书记的重要讲话从党和国家事业全局出发，全面总结了党的十八大以来我国对外工作取得的历史性成就，准确把握中国和世界发展大势，回答了新时代如何做好对外工作的重大理论和实践问题，为全面推进新时代对外工作明确前进方向、提供根本遵循。要深入学习领会、全面贯彻落实习近平总书记重要讲话精神和习近平新时代中国特色社会主义外交思想，全方位推进我国对外工作，奋力开创中国特色大国外交新局面。

Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, pointed out when presiding over the conference that General Secretary Xi Jinping’s important address made a full review of the historic achievements China has made in external work for the cause of the Party and the country since the 18th CPC National Congress. It answers, based on a keen appreciation of the development trend in China and the world, key questions in both theory and practice on how to conduct external work in a new era, thus pointing the way for conducting external work on all fronts in the new era and providing fundamental guidance for this work. We should gain a full understanding of this important address and Xi Jinping thought on diplomacy of socialism with Chinese characteristics for a new era and act on them, and advance China’s external work across the board and make new progress in pursuing major-country diplomacy with distinctive Chinese features.

中共中央政治局委员、中央外事工作委员会办公室主任杨洁篪在总结讲话中指出，这次会议最重要的成果是确立了习近平外交思想的指导地位。习近平外交思想是习近平新时代中国特色社会主义思想的重要组成部分，是以习近平同志为核心的党中央治国理政思想在外交领域的重大理论成果，是新时代我国对外工作的根本遵循和行动指南。我们要切实把思想和行动统一到习近平总书记重要讲话精神和习近平外交思想上来，进一步开创对外工作新局面。

Yang Jiechi, member of the Political Bureau of the CPC Central Committee and director of the Office of the Central Commission for Foreign Affairs, pointed out in his concluding remarks that the most important outcome of the conference is that it established the guiding position of Xi Jinping thought on diplomacy. Xi Jinping thought on diplomacy is an integral part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is a major theoretical achievement of the vision on governance of the CPC Central Committee with Comrade Xi Jinping at the core as applied to diplomacy, and it is a fundamental guidance to conducting China’s external work in the new era. We should gain a full understanding of and act on General Secretary Xi Jinping’s important address and Xi Jinping thought on diplomacy, and make new advances in China’s external work.
