中央外事工作会议消息稿节选【中英】（2）

习近平强调，党的十八大以来，我们深刻把握新时代中国和世界发展大势，在对外工作上进行一系列重大理论和实践创新，形成了新时代中国特色社会主义外交思想，概括起来主要有以下10个方面：

Xi Jinping outlined the following ten key principles underlying the thought on diplomacy of socialism with Chinese characteristics for a new era, a thought that has been developed by the CPC since its 18th National Congress through an array of major innovations in theory and practice and based on a keen understanding of the general development trends of the new era in China and the world:

坚持以维护党中央权威为统领加强党对对外工作的集中统一领导，

Upholding the authority of the CPC Central Committee to strengthen centralized and unified Party leadership over external work;

坚持以实现中华民族伟大复兴为使命推进中国特色大国外交，

ursuing China’s major-country diplomacy to accomplish the mission of the great renewal of the Chinese nation;

坚持以维护世界和平、促进共同发展为宗旨推动构建人类命运共同体，

uilding a community with a shared future for mankind to promote world peace and common development;

坚持以中国特色社会主义为根本增强战略自信，

Enhancing strategic confidence to build socialism with Chinese characteristics;

坚持以共商共建共享为原则推动“一带一路”建设，

ursuing the Belt and Road Initiative in accordance with the principle of achieving shared benefits through extensive consultation and joint contribution;

坚持以相互尊重、合作共赢为基础走和平发展道路，

ursuing peaceful development featuring mutual respect and win-win cooperation;

坚持以深化外交布局为依托打造全球伙伴关系，

Fostering global partnerships by pursuing a broad-based diplomatic agenda;

坚持以公平正义为理念引领全球治理体系改革，

teering reform of the global governance system to uphold fairness and justice;

坚持以国家核心利益为底线维护国家主权、安全、发展利益，

Upholding China’s sovereignty, security and development interests which represent the country’s core interests; and

坚持以对外工作优良传统和时代特征相结合为方向塑造中国外交独特风范。

Developing China’s distinctive diplomacy by drawing on its fine tradition and adapting to the changing times.

我们要全面贯彻落实新时代中国特色社会主义外交思想，不断为实现中华民族伟大复兴的中国梦、推动构建人类命运共同体创造良好外部条件。

We need to put into action the thought on diplomacy of socialism with Chinese characteristics for a new era, and create a sound external environment for realizing the Chinese dream of great national renewal and building a community with a shared future for mankind.

习近平指出，把握国际形势要树立正确的历史观、大局观、角色观。

Xi Jinping stressed the importance of adopting a right approach to history, to the overall picture and to China’s role in assessing international developments.

所谓正确历史观，就是不仅要看现在国际形势什么样，而且要端起历史望远镜回顾过去、总结历史规律，展望未来、把握历史前进大势。

The right approach to history takes into consideration not only the current international landscape; more importantly, it calls for commanding laws governing the advance of history by both reviewing the past and following the future development trend.

所谓正确大局观，就是不仅要看到现象和细节怎么样，而且要把握本质和全局，抓住主要矛盾和矛盾的主要方面，避免在林林总总、纷纭多变的国际乱象中迷失方向、舍本逐末。

The right approach to the overall picture means not to just focus on specific developments and details. Rather, it stresses the need to capture the essence, the big picture, the principal issue and the principal aspect of an issue, so as not to get disoriented and not to pursue minor interests to the neglect of fundamental interests in a fluid and fast-changing international environment.

所谓正确角色观，就是不仅要冷静分析各种国际现象，而且要把自己摆进去，在我国同世界的关系中看问题，弄清楚在世界格局演变中我国的地位和作用，科学制定我国对外方针政策。

The right approach to China’s role calls for making a sober-minded analysis of a myriad of international events. It requires China to view its role in the context of its relations with the rest of the world so as to clearly define its position and role in an evolving global environment and adopt sound policies for pursuing China’s diplomacy.

当前，我国处于近代以来最好的发展时期，世界处于百年未有之大变局，两者同步交织、相互激荡。做好当前和今后一个时期对外工作具备很多国际有利条件。

China has now entered the best stage of development since its modern era began; and the world is experiencing changes unseen in a century. These two trends are unfolding in parallel and impacting each other. We face many favorable international conditions in conducting external work for both the current stage and the years to come.
