At the invitation of the International Department of the CPC Central Committee (IDCPC), a 20-member delegation of the People’s Democratic Party of Tajikistan (PDPT), led by First Deputy Chairman Maliksho Ne’matzoda, visited Ningxia from April 17 to 20. On the afternoon of April 17, Li Yifei, Secretary of the CPC Ningxia Committee and Chairman of the Standing Committee of the Ningxia People’s Congress, met with the delegation. The two sides exchanged views on using inter-party exchanges as a platform to expand economic, trade, and people-to-people ties. They also reached consensus on enhancing mutual learning in party building at the community level, poverty alleviation, and ecological conservation.

During their stay, the delegation attended the opening ceremony of a seminar on poverty alleviation for PDPT officials. They were briefed on the history and practical achievements of the Minning collaboration model over the past three decades—notably, its miraculous transformation of barren land into a prosperous town. The delegation also engaged in in-depth discussions on key areas of China-Tajikistan cooperation. Zhuang Yan, Deputy Secretary of the CPC Ningxia Committee, addressed the opening ceremony.

To gain insights into how Ningxia has successfully put Chinese modernization into practice, the delegation went on field visits to various sites. These included Minning Town, the China-Central Asia Cooperation Center for Combating Desertification, Changcheng Huayuan Residential Community, Xige Estate, Ningxia Saishang Dairy Co., Ltd., and the Beryl Goji Berry Museum. Ne’matzoda noted that Tajikistan and China are close neighbors and steadfast brothers who support each other. He found the visit deeply impressive, stating that the valuable development lessons learned in China, particularly in Ningxia, are well worth studying and adapting. He expressed a strong desire for practical cooperation with Ningxia in energy, industry, agriculture, and infrastructure development. Such partnerships, he noted, will improve people’s well-being, inject new momentum into bilateral and inter-party relations, and bring fresh vitality to the building of a China-Tajikistan community with a shared future.

Looking ahead in 2026—which marks both the start of China’s 15th Five-Year Plan and the 30th anniversary of the Minning collaboration model—the Ningxia Foreign Affairs Office (NXFAO) will focus on implementing the consensus reached by the two heads of state. Guided by the China-Central Asia Spirit, NXFAO will fully leverage the “Party+” platform to deepen practical cooperation with Tajikistan, particularly in sharing experience on poverty alleviation. Ultimately, the goal is to tell the compelling stories of China and the CPC from a Ningxia perspective.
Officials from the Bureau VI of the IDCPC and NXFAO accompanied the delegation throughout the visit.
