On November 3, the second meeting of the China-Central Asia Political Parties Dialogue, co-hosted by the International Department of the CPC Central Committee (IDCPC) and the CPC Shandong Committee, was held in Qingdao under the theme of “Advancing Common Modernization Through High-Quality Development: Political Parties in Action”. Liu Haixing, Minister of the IDCPC, and Lin Wu, Secretary of the CPC Shandong Committee, attended the opening ceremony. Approximately 150 Chinese and international representatives participated in the meeting, including leaders of over 20 political parties from the five Central Asian countries, as well as diplomatic envoys stationed in China. Notable attendees included Aziz Giyozoda, Deputy Speaker of Majlisi Namoyandagon of the Majlisi Oli of Tajikistan, Khakimov Rakhim Rasuljonovich, Deputy Speaker of the Legislative Chamber of the Oliy Majlis of Uzbekistan, Zhilkibayev, Secretary of the “AMANAT” Party of Kazakhstan, Iskhak Masaliev, the leader of the Party of Communists of Kyrgyzstan, and Batyr Badayev, Deputy Chairman of the Democratic Party of Turkmenistan. Bai Yuzhen, Director-General of the Ningxia Foreign Affairs Office, attended the meeting at invitation and delivered speeches during the thematic sessions.
During the session titled “Promoting High-Quality Cooperation Through ‘Political Party +’” held after the opening ceremony, Bai Yuzhen noted that Ningxia is earnestly studying and implementing the guiding principles from the fourth plenary session of the 20th CPC Central Committee. She also presented Ningxia’s remarkable achievements in building the Pilot Zone for Ecological Conservation and High-Quality Development in the Yellow River Basin and the Demonstration Zone for Forging a Strong Sense of Community for the Chinese Nation in line with the blueprint outlined by General Secretary Xi Jinping. Bai specifically highlighted how Ningxia has leveraged the “Political Party +” platform to advance practical cooperation with Central Asian countries in areas such as economic and trade exchanges, modern agriculture, ecological conservation, poverty alleviation, youth exchanges, and international friendship city relations.

In another session titled “Political Parties’ Poverty Alleviation Philosophy, Experience, and Cooperation”, Bai Yuzhen shared the remarkable story of Fujian-Ningxia collaboration, an extraordinary partnership spanning mountains and seas, from three perspectives: upholding the Party’s leadership, deepening regional cooperation, and developing specialty industries. Bai elaborated on how the two sides have worked together to transform the once barren land into a golden land and move towards common prosperity. Bai also offered an in-depth look at Ningxia’s key to success and its experience in winning the critical battle against poverty and promoting rural revitalization.

Ningxia’s practices and experience in poverty alleviation and ecological conservation were highly recognized by the guests from Central Asian countries attending the meeting. Khakimov Rakhim Rasuljonovich, Deputy Speaker of the Legislative Chamber of the Oliy Majlis of Uzbekistan, noted that Ningxia’s successful experience in poverty alleviation is an epitome of the CPC’s governance philosophy and a vivid example of how Chinese modernization is advanced at the sub-national level. The Chairperson of Women’s Committee of the Baytak Green Party in Kazakhstan expressed strong willingness to promote exchanges and mutual learning with Ningxia on poverty alleviation. Officials from the Embassy of Uzbekistan in China hopes to visit Ningxia at an early date to initiate project coordination on strengthening cooperation in areas such as desertification prevention and control.
Bai Yuzhen also conducted work coordination with Sun Weidong, Secretary-General of the Secretariat of the China-Central Asia Mechanism, and officials from the Bureau VI of the IDCPC, the Department of European-Central Asian Affairs of the Ministry of Foreign Affairs, and the foreign affairs offices of the five northwestern provinces. Bai exchanged in-depth views with them on advancing the “Political Party + Practical Cooperation” model, aiming to align Ningxia’s endowments and resources with national needs while enriching the China-Central Asia spirit.
