NXFAO Holds Briefing on the Third Plenary Session of the 20th Central Committee of the Communist Party of China

On August 30, the Ningxia Foreign Affairs Office (NXFAO) held a briefing on the guiding principles of the third plenary session of the 20th CPC Central Committee in Yinchuan together with the Publicity Department of the CPC Ningxia Committee, Ningxia Education Department, Ningxia Industry and Information Technology Department, Ningxia Human Resources and Social Security Department and the Party School of the CPC Ningxia Committee. Bai Yuzhen, Director-General of the NXFAO, attended the briefing and delivered a speech. Wang Qiong, Vice President of the Party School of the CPC Ningxia Committee (Ningxia Academy of Governance), introduced the guiding principles of the third plenary session to the attendees. Zhang Liwei, Deputy Director-General of the NXFAO, presided over the event. More than 40 foreign representatives from 19 countries were present, including experts, corporate executives and international students from the United States, the United Kingdom, the Republic of Korea, Japan, Bangladesh, Uzbekistan, Kyrgyzstan, Tajikistan, Laos and others.


In her speech, Bai stated that the third plenary session of the 20th CPC Central Committee has drawn a strategic blueprint for further deepening reform comprehensively to advance Chinese modernization. The session is not only set to profoundly influence China’s development trajectory over the next five years and beyond, but also to instill stability, certainty, and constructiveness to the volatile and intertwined world, contributing to world economic recovery and prosperity by offering Chinese governance, solutions and wisdom.


Currently, Ningxia is deeply engaged in the study and implementation of the guiding principles from the session, and is actively integrating itself into the joint building of the Belt and Road Initiative, a new stage in the development of China’s western region, and the development of the New International Land-Sea Trade Corridor in the western region. By doing so, Ningxia aims to advance high-standard development of an open economy, expand international people-to-people and cultural exchanges and cooperation, and write Ningxia’s chapter in advancing Chinese modernization. She expected all attending foreign representatives to continue understanding and supporting Ningxia, and to more effectively promote the region to the world.



Themed on the central tasks in the new era as outlined in the session, Wang Qiong gave an elaborated interpretation on major achievements and the great significance of the session from three aspects, with a special focus on interpreting Chinese modernization and new institutions for a higher-standard open economy. She highlighted that the session has made it clear that China will expand high-standard opening up and a more open China will present the world with a broader market and more opportunities. She also encouraged foreign nationals in Ningxia to better participate in China’s modernization drive and the building of a beautiful new Ningxia.


The attendees congratulated on the successful convening of the third plenary session of the 20th CPC Central Committee and expressed their gratitude to the NXFAO for organizing this briefing. They stated that by attending the briefing, they had gained a deeper understanding of the guiding principles of the session as well as the CPC’s future goals. They expressed their hope to promote win-win international cooperation and their confidence in the better development of Ningxia and China.


After the briefing, the NXFAO has also organized foreign representatives to visit BASF Shanshan Battery Materials (Ningxia) Co., Ltd., and Chateau Hedong to learn about Ningxia’s advancements in new materials and the wine industry.
