Ambassador of Uruguay to China Seeks to Cooperate with Ningxia

From August 6 to 9, Fernando Lugris, Ambassador of Uruguay to China, led a four-people delegation to Ningxia, seeking cooperation in animal husbandry, dairy and wine industries, culture, sports, and possible international friendship cities. Lugris is the first Ambassador to China from Latin American countries that ever visited Ningxia in recent years and also the first foreign diplomat visiting Ningxia after its successful response to COVID-19.

 
Lai Jiao, Vice Governor of Ningxia Hui Autonomous Region, met with the delegation. Lai expressed his wish to promote exchanges and cooperation with Uruguay in herd breeding, dairy products processing, winemaking and sports, and to establish international friendship city ties. Lugris noted that as the first Mercorso country that signed an MOU on jointly building the Belt and Road with China, Uruguay is highly complementary to Ningxia, making pragmatic exchanges and cooperation between the two very likely under the framework of the Belt and Road Initiative.

 
Cooperation possibilities between Ningxia and Uruguay lie in the following areas. Firstly, since Uruguay is one of the few countries in Latin America that is eligible to export living cattle, Ningxia could import living cattle, embryos and frozen semen from Uruguay and cooperate with it in cattle breeding. Small and medium-sized dairy companies from the two sides could also launch personnel and technology exchange programs.

 
Secondly, as Uruguay produces high-end wines, the two sides have favorable conditions to initiate cooperation in grape planting, winemaking, wine tourism, wine brand developing and personnel and technology exchanges.


Thirdly, Uruguay has rich cultural and tourism resources. People-to-people exchanges between the two sides could be enhanced via art, music, movie or food festivals. Moreover, exchanges in football in various forms will also bring the two peoples closer.


Fourthly, Ningxia could be tied as an international friendship city of Maldonado Department or Flores Department. Similar ties could be forged between Yinchuan City and Maldonado, capital city of Maldonado Department, between Wuzhong City and Trinidad, capital city of Flores Department. With mutual visits at government and non-government levels, exchanges in animal husbandry, dairy industry, winemaking and tourism will be enhanced.

 
During their stay, the delegation visited Yinchuan Government Service Center, Ningxia and Yinchuan Urban Planning Exhibition Center, Ningxia Liangyun Port Development Company, Ningxia Xiajin Dairy Industry Group Co. Ltd., Wuzhong Modern Agriculture and Poverty Alleviation Co., Ltd., Ho-Lan Soul (Ningxia) International Wineries Co., Ltd., Paddy-Fish Space Ecopark, MOCA Yinchuan, as well as poverty alleviation projects in Minning Town.

 
On the afternoon of August 9, Lugris had a media interview, appraising Ningxia’s achievements in poverty alleviation, COVID-19 response and ecological conservation. He also expressed his expectation of cooperation with Ningxia in dairy and wine industries, agriculture, education, tourism, trade, international friendship city relations, etc.
