
On December 4, the Ningxia Foreign Affairs Office, together with the Publicity Department of the CPC Ningxia Committee, the Policy Research Office of the CPC Ningxia Committee, the Ningxia Education Department, the Ningxia Industry and Information Technology Department, the Ningxia Human Resources and Social Security Department, and the Yinchuan Foreign Affairs Office, hosted a thematic briefing on the guiding principles from the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. The event served to introduce China’s major achievements during the 14th Five-Year Plan period and explain the significance of the 15th Five-Year Plan in advancing Chinese modernization. Over 50 foreign experts, corporate executives, and international student representatives from 26 countries, including the U.S., Canada, the U.K., Ireland, and Sri Lanka, participated in the event.

During the briefing, an official from the Ningxia Foreign Affairs Office systematically explained the significance of the plenary session, the drafting process of the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development (the Recommendations), the development plan for the next five years, strategic arrangements, global implications, and Ningxia’s social and economic progress. A representative from the Policy Research Office of the CPC Ningxia Committee elaborated on the Recommendations, reviewing the accomplishments made during the 14th Five-Year Plan period and outlining the objectives of the 15th Five-Year Plan. An official from the Ningxia Human Resources and Social Security Department introduced policies on foreign talent recruitment and services, addressing key concerns of foreign nationals. A speaker from the Ningxia Commerce Department shared Ningxia’s efforts to implement the guiding principles from the plenary session and promote high-quality development in an open economy.
The four speakers’ presentations were comprehensive, engaging, and easily understandable, enabling the attendees to gain a timely, accurate, and thorough understanding of the Fourth Plenary Session of the 20th CPC Central Committee and the 11th Plenary Session of the 13th CPC Ningxia Committee. This strengthened their confidence in China’s future and commitment to contributing to Chinese modernization and Ningxia’s new phase of development.

During the Q&A session, foreign experts and students congratulated the successful conclusion of the plenary session. Reflecting on their experiences of working, studying, and living in Ningxia, they found the event highly meaningful. It provided them with a clearer understanding of the guiding principles from the plenary session, deeper insights into the achievements of China and Ningxia under the 14th Five-Year Plan, and a more distinct grasp of the development objectives for the next five years. This has also strengthened their faith in China’s future and heightened their anticipation for Ningxia’s opportunities under the 15th Five-Year Plan.
They also reiterated their commitment to serving as bridges between their home countries and Ningxia, helping foster authentic, multi-dimensional and comprehensive narratives about China and Ningxia, and contributing to China’s, particularly Ningxia’s, international cooperation.

Additionally, the participants visited the Kocel Co., Ltd. and the Yinchuan Weili Transmission Technology Co., Ltd., gaining firsthand insights into Ningxia’s advancements in AI, 3D printing, new energy equipment and digital management, etc.
